I have just updated the Offline Test Site Content Creator (v1.5) to include Admins, downloads and user groups.
This file is designed for offline sites as it does NOT have any built-in security and could be accessed by anyone if used on a live site. It was specifically built for developers to populate a dummy site and have full control over it's content in one place.
